Following our attendance at Propertymark's roundtable discussion on the Welsh Government's white paper on Adequate Housing and Fair Rents, I’ve outlined the key proposals and shared insights on their potential implications for landlords, agents, and tenants.
Eviction Relief
One significant proposal gaining traction is related to No Fault Evictions. The government suggests that tenants should receive the equivalent of their last two months’ rent if served with a No Fault Eviction notice. While this may provide financial relief to tenants, both Propertymark and we as agents have raised concerns about its potential impact on the rental market.
Landlords may become increasingly cautious about letting properties, potentially reducing housing supply. We’ll continue to monitor this closely and keep our clients informed about developments.
Pet Insurance
Another notable proposal is to permit pet insurance as a legitimate payment by tenants. This would allow landlords to require tenants to cover potential damages caused by their pets.
At first glance, this seems like a promising step that could encourage landlords to accept pets in their properties. However, practical challenges remain:
- How will landlords estimate the length of a tenancy and determine coverage accordingly?
- If insurance is paid annually, how can landlords ensure ongoing payments throughout a tenancy?
While there are unanswered questions, this initiative could positively impact the rental market by fostering greater flexibility and inclusivity for tenants with pets.
No Rent Controls—For Now
The white paper reaffirms that rent controls will not be implemented at this stage, which is a decision we wholeheartedly support. Rent controls could severely disrupt market dynamics, deterring landlords and ultimately reducing housing supply. Maintaining a free market is essential for the health of the sector.
We’ll continue to follow these developments and provide updates as they unfold. It’s vital for landlords to stay informed and proactive in navigating changes to legislation.
